• Approved minutes of the February 9 and February 23, 2010 City Council meetings
• Authorized:
o purchase of five articulated CNG Transit Coaches and spare parts from North American Bus Industries, Inc., in the amount of $4,898,946.
o an amendment to a lease agreement with High Rise Goodies Restaurant Group d.b.a. Trimana Grill for the café space in the Civic Center Parking Structure.
o an amendment to an agreement with the Phipps Group, in the amount of $100,000, to develop implementation measures for neighborhood conservation and historic preservation initiatives, and an amendment to an agreement with the Odermatt Group in the amount of $225,000, to provide planning and urban design services.
o a contract with Insight Public Sector, in the amount of $275,000, for purchase and maintenance of a mobile video system for use in police vehicles.
o a contract with Real Estate Consulting & Services, in the amount of $1,425,741, to provide property management services for the Mobile Home Park.
o a contract with Faithful+Gould, in the amount of $281,621, for preparation of a facility condition assessment and condition analysis study for 148 of the City’s existing structures.

INTRODUCTION OF SCOTT FERGUSON – City Manager Rod Gould introduced Scott Ferguson, Santa Monica’s new Fire Chief. Chief Ferguson will begin on March 29.
MAYOR KEN GENSER MEMORIAL TRIBUTE PLAQUE – Nancy Greenstein, representing Santa Monica-UCLA Medical Center and Orthopedic Hospital, presented the Council with a plaque memorializing Mayor Ken Genser.
WOMEN’S HISTORY MONTH PROCLAMATION – Mayor Pro Tem O’Connor presented Ana Jara, Chair of the Commission on the Status of Women, with a proclamation declaring March 2010 Women’s History Month and International Women’s Day in the City of Santa Monica.
APPEAL OF PLANNING COMMISSION APPROVAL OF A CONDITIONAL USE PERMIT AND VARIANCE FOR THE PARLOR RESTURANT – Staff presented a report on the Planning Commission’s conditions for the location and the applicant’s appeal. The appellant’s lawyer and the operator’s lawyer made statements and a large number of public comments were heard. Council denied the appeal and upheld the Planning Commission’s approval of the Conditional Use Permit and Variance with modifications to the conditions related to the security plan, hours of operation, seating and associated parking spots, as well as prohibited games involving alcohol and called for annual compliance reviews for a five-year period.
APPEAL OF LANDMARKS COMMISSION DESIGNATION OF THE BUILDING AT 1047 9TH STREET – Staff presented a report on the site and the Landmark Commission’s action. The appellant’s lawyer, the public, and a representative of the Landmarks Commission made comments. Council denied the appeal and upheld the Landmarks Commission designation.
ORDINANCES – Council adopted:
• an ordinance related to Hearing Officer Authorities and Decisions.
• an ordinance to authorize the re-establishment of a ground floor general office use following a property’s use by a charitable, youth or welfare organization.
• an ordinance relating to the use of median planning strips and parkways.
COMMEMORATION OF FORMER MAYOR HERB KATZ AND ENVIRONMENTALIST DOROTHY GREEN – Staff presented a recommendation to commemorate former Councilmember and Mayor Herb Katz by naming the off-leash area of Joslyn Park, Herb Katz Dog Park; and commemorate environmentalist Dorothy Green by changing the name of Beach Park #1 to Dorothy Green Park. Family and community members spoke. Council supported staff’s recommendation.
COUNCILMEMBER DISCUSSION ITEMS-
• Tom Ford was appointed to a vacancy on the Measure V Citizens Oversight Committee, for a term ending on December 31, 2011.
• Lori Nafshun’s resignation from the Recreation and Parks Commission was accepted.
• Nancy Greenstein, the incumbent, was appointed as the Santa Monica representative to the Los Angeles County West Vector Control District Board of Trustees for a term ending December 31, 2013,
• Council rescinded the appointment of Richard Gerwitz to the Pier Restoration Corporation and deferred an appointment to the Pier Restoration Corporation.
• Councilmember Bloom requested that: 1) Council allocate $35,000 in Council discretionary funds as a matching or challenge grant for the Twilight Dance Series on the Santa Monica Pier; 2) City and Pier Restoration Corporation staff work together to produce at minimum 7 Twilight Dance Series concerts; and 3) staff return to Council with analysis, recommendations and actions necessary for possible revenue neutral adjustments to assist in achieving this goal. Council supported the request.
PUBLIC INPUT – Members of the public commented on items not on the agenda, including annual developer agreement reviews, climate change, and the serving of whale at a local restaurant.
